why is the cell called a basic stuctural and functional unit of life?

Because cell is the basic unit in which all organs and tissues are build up.It is the very basic unit that cannot be further divided.

The cell is called the Structural and Functional unit of life because it is the base in which all the major organs and tissues in the body are made up of. Without cells all living organisms will die. A group of cells with the same function grouped together makes up a tissue, tissues group together to form organs,and different organs form a system.
