Chloroplast are the green pigment that is used to prepare food via the process of photosynthesis. But animals are not producers like green plants but they are consumers and that's why they depends on producers for food.

Green plants are autotrophs which make their food themselves need chloroplast.
In animal cell it is absent because animal are heterotrophs i.e they are depend on other organisms for food and they can not make their food themselves. So thy does not need chloroplast.
