The first phase was quite unique because of the following:

1) the decision of India a decolonized country toto follow the path of democracy which no other country had done and accepting the politics as a way to solve problems

2) first gen elections:-

a) mamoth exercise

b) test of having a democracy in poor and illiterate country on the basis of UAF.

3) CPI became the first communist party to come to power on the basis of democratic elections

4) one party dominance was democratic in nature:-

a) competition

b)multi party system

c) all inclusive nature of congress thus recognised the demands of every grp (religion,class,caste,etc.)

5) Ruling party was itself the opposition

6) mutual respect and personal relationship bw the members of the ruling and opposition
