Why is the formula of POP written as CaSO4.1/2 H2O + 1 1/2 H2O ?

No it is not the formula of POP , POP has the formula of CaSO4. 1/2H2O this is plaster of Paris where as the 1 1/2 water added to it is to get back the gypsum which has the formula CaSO4. 2H2O.

you add water to pop and after sometime it becomes hard. the pop containing 1/2 H2O now has more moles H2O to use as we have given it water. now each mole can take 1 1/2H20 Moles more to become more stable.
by having 2 total moles of H2O it becomes gypsum which is nothing but hard plaster.
that 1 1/2 H2O denotes that it has lost this water to become pop.
