why is the ground under ocean not considered as soil

Its not considered as soil because it is considered as ocean bed.

the outer crust of the earth has two layers.
1) SIAL- silica and aluminium.
2) SIMA- silica and magnesium.

the contents have a thick layer of SIAL which lies on the layer of SIMA where as in the ocean the SIAL is absent it mostly consists of SIMA. the ocean floor has rocks like basalt which are formes by cooling of lava.they have high density.
the other reason could be that soil shoul have three ain components namely silica,clay and humus. the ocean clay will not have clay.hence it may not considered as soil.
