Why is the highest oxidation state of mn 4 with fluorine mnf4 but +7 in mn2o7?

MnF7 is a very unstable compound and does not exist. Mn can take maximum +4 Oxidation state as MnF4 as other compounds like MnF5 , MnF6 ,MnF7 do not exist due to a large steric hindrance due to a large no. of F- ions to be held by a single Mn atom.

Whereas in Mn2O7, there is less steric hindrance about a Mn atom as there are 2 Mn atoms present to hold 7 oxygen so steric crowding is less making it stable.
