Why is the highest oxidation states of the transition metals stabilised in the oxide and flouride compounds

the number of electrons lost , gained or joined in an atom with other compounds is called oxidatin it also helps in determining the ability of an atom to oxidized to loose electrons or reduced to gain electrons from other atoms oxidation results in an increase in the oxidation state .....oxygen  and fluorine  are very strong oxidants both oxide and fluoride ions are highly electronegative and have a very small size due to these properties, they are able to oxidize the metal to its highest oxidation state.
