why is the humus content in the laterite soil low ?

Laterite soils are mainly found on the summits of hills (eastern ghats, western ghats, nilgiris etc...) 
We know that for the formation of humus needs bacteria...and though on summits of hills, high rainfall occurs but however the heat of the sun kills the bacteria and makes it impossible for the formation of humus which is made by bacteria.
