general, it's because most countries have laws which prohibit flags
from being flown or displayed at night, unless the flag is illuminated
or lit up. Otherwise, it is an old tradition in most countries. Hoisting
in the morning is a sign of strength, and lowering is a sign of respect
and dignity for the flag and for country it represents. In the US, the
flag is ALWAYS raised quickly and lowered slowly. If a flag is going to
be flown at half staff, then it is raised to the top of the pole, and
then carefully lowered until it is in the halfway position. The same
thing is true for a flag being flown at half MAST on a ship. NO US flag
is ever flown upside down, except in times of war or extreme national
distress or emergency. One of the most heartbreaking memories I have of
the 9/11 tragedy is the memory of the sight of our national flag in the
upside down position. I hope I NEVER have to see such a sad sight again
anywhere.

The Flag Code states it is the universal custom to display the flag only from sunrise to sunset on buildings and on stationary flag staffs in the open. However, when a patriotic effect is desired, the flag may be displayed 24 hours a day if properly illuminated during the hours of darkness.the traditional purpose of a flag is to identify the HQ to the troops, and to lead into battle. since battles were not done at night, lowering the flag in the evening told the soldiers that the work day was done and they could rest.This is continued.
