Why is the Legislative Council known as the Upper House? State which House functions in Gujarat.Answer the given question.

The legislative council is called the upper house because though normally the bills are introduced in the lower house which has all the powers, they are discussed in the legislative council before sending it to the President of the country to sign and make it an act.  

In Gujarat the Vidhan Sabha functions.
