There are various reasons:
higher cost which makes it difficult to buy the steel or produce it.
The availability of coal to produce steel.
There is not enough supply of electricity.
Cause of the poor infrastructure it is difficult to bring steel from other cities.

Consumption of steel is a barometer of a country's investment in infrastructure. India is taking steps in improving and adding to its infrastructural strength as it is progressing as an economic powerhouse. So far, consumption of steel in the infrastructure sector was low in India compared to that in developed countries. The consumption of steel by the real estate industry in India is much lower than in other countries. This too is a reason for India's low consumption of steel.

Per capita consumption of steel is higher among the industrially and economically advanced countries of this world as they have been building on their infrastructure for a significant period now. Those countries also use more steel in their real estate sector.
