why is the poem "elephant and the tragopan " named so even if the tragopan does not play any important part in the poem

The Tragopan was shocked by the news and rushed off to know the views of the Elephant. Thus the poem highlights the wanton act on part of the man in the name of so called development which has a telling effect on the environment !
