The will of the people is supreme and the minister is empowered to exercise the will of the people and act like a representative. The government is answerable to the people of the country. The ministers have the power to take all the final decisions. They decide the final decision and overall framework on which policy is made and implemented.

Civil servants have more knowledge of the subjects and are more educated. The ministers may not know much about the technical matters that came under their ministry, the advisors have more knowledge regarding the ministries than the ministers. Despite these, the civil servants are less powerful than the ministers.
