Proportion of poor are not being same in every states the reasons are-
1. The success of reducing poverty varies from state to state.
2. Twenty states have poverty ratio less than national average.
3. Odisha and Bihar continue to be the two poorest states with poverty ratios 32.6% and 33.7% respectively according to the census report.
4. There is significant decline in poverty J&K, Tamil Nadu, AP, Kerala and many more states.
5. With the help of high agricultural growth rates, states like Haryana and Punjab have succeeded in reducing poverty to a large extent.
6. Proper organisation of PDS in Andhra Pradesh and Tamil Nadu has also helped to reduce poverty in these states.
