quality of people is more important because it helps in development of nation.

for example if you have 100 coins in one side and in another side it is 2000 notes so its simple that quantity of coin is more but value of note is more then that coin in similar way people quality is important not its quantity

let us take one more example : today India having population of 125 crore but Japan is more developed from us because Japan has quality of population and India have quantity of population
