why is the range of clinical thermometer kept between 35 degree celsius to 40 degree Celsius​

Because it is for clinical use, i.e. medicine on people. If your body temperature is below 35°C or above 42°C you will be in intensive care, at the very least. ... Normal body temperature is 37C.
