Why is the refractive index of a medium with respect to air is more than 1?

Speed of light in all other media is smaller than that in air. Refractive index of any medium with respect to air is the ratio of speed of light in air to that in the medium. Since the dinominator is less than the numerator . Refractive index is always greater than one.
