Why is the separation of ownership and management critical?

Separation of Ownership means If something is there and you have owned that thing and you are honour of that thing and you if any other personal also wants that thing then he can't take it without your permission if he takes without your permission then that person should have punishment. and Management critical means each and every thing is in particular group and all group members are the honour of that thing which ever is that all should have the equal opportunity. and if someone want something then he should take but firstly he should take the group members permission then he should take.
