Why is the snake referred to as the "lords of life" and "king in exile"?

He thought that the snake was like a king who was in exile. So, he lived in the dark underworld – the dark depth of the Earth. The poet wanted it to come back to it's kingdom that was the poet's garden. ... The poet feels that now once again the snake was due to be crowned as the king.
