The statement is that "A man who wishes to make a profession of goodness in everything must necessarily come to grief among so many who are not good."

This means that we have to do good as people have expectation from us. But you can't be ethical at the same time as the people around you may take advantage of your goodness.

Therefore, it is necessary for a prince, to be good and not to be good according to the necessity of the situation.
