The roughness builds the hold of the belt on the items continued it by expanding the friction. This keeps the object from slipping or sliding it from the surface.

The surface of conveyor belt is made rough to increase the friction between the object and belt. Friction between object and belt does not allow the object to get a slip from the belt and it can easily move on it.
