The value of k is the ratio of the electric field in vacuum and electric field in the metal.
i.e. k = (electric field in vacuum)/(electric field in the metal)

As, from Gauss law, we know that, for a conductor, all charges resides on the surface of the conductor, so inside that conductor there will be no electric field.
Electric field of metal = 0
So, k = infinity
