Dielectric constant of a meterial is the ratio of electromagnetic permeability of that metal to that of vacuum.
Now electromagnetic permeability is the ability of propagation of electric fields. More it is, easier it is for electric fields to propagate. Now since there is no resistance in propagation of feilds in metals, there dilectric constant is infinite.
