why is there a shortage of water even though almost three fourth of the Earth is covered with water ?

because most of water present on earth is saline water and only a few countries have a technology to convert saline water to fresh water.
Moreover the resources for fresh water are less and and drying due to increase of greenhouse gases and rapid increase in population
