why is there a shortage of water even through it occupiesabout 71%of the earth surface​

because all the 71 % is in the form of salty water present in oceans and seas. so It cannot be utilised for daily purposes like bathing ,drinking etc. ... water . out of that 3% ,2% is the form of glaciers so.
