Answer:According to me, The UPPER HOUSE or RAJYA SABHA of INDIAN PARLIAMENT is just waste of money.

If the members of LOWER HOUSE OR LOK SABHA of INDIAN PARLIAMENT are directly elected by the people of INDIA, then I don't feel the need for an UPPER HOUSE.

If you will closely observe our Constitution, you will see that the seats are allotted in proportion to the population of people each state or union territory in such a manner that smaller states have slight advantage over more populous states. (Same as the system followed i. The U.S.A).

For example, The State of Maharashtra have 19 seats in Rajya Sabha & its population is around 121 million. So on dividing 121(million people) by 19(seats), you will came to know that 1 seat of Rajya Sabha has been alloted to around 6.4 million people (5.3% of 121 million people). On the other hand, the population of The State of Punjab is around 28 million & Punjab represent 7 members in Rajya Sabha. So again dividing 28 (million people) by 7 (seats), you will find that every 4 million people (14.3% of 28 million people) are represented in Rajya Sabha by 1 member.

On comparing the data of both The States i.e., Maharashtra (1 Rajya Sabha seat allocated to 5.3% population of The State) vs Punjab (1 Rajya Sabha seat allocated to 14.3% population of The State), you will came to know that,,,,,,,,,,, “the States having small population have an upper hand in The Upper House of Our Parliament. As MP’s belonging to small States represent MORE PERCENTAGE OF PEOPLE as compaired to those MP’s from Big States.”

So we can say that OUR CONSTITUTION allows equal representation of all The States (similar to the system followed in The USA, but the American system for elections are quite more transparent then ours) in The Upper House Of The Parliament, dispite difference in population
