Standard time is the synchronization of clocks within a geographical area or region to a single time standard,rather than using solar time or a locally chosen meridian(longitudinal) to establish a local mean time standard.

we need standard time because of following reason :-
let us take example of India , normally time is calculated by watching or observing the position of sun.if position of sun is at head ( which means 12 o clock)in Arunachal Pradesh​ then position of sun at that time at Maharashtra would be slightly towards right ( means less that 12 o clock ) , then time varies and time of India won't remain fix .
so to solve this problem we use standard
meridian which gives us a fix time of particular country.
or
The time of a place depends on the longitude that passes through it.
to calculate standard time :-
The standard time for each country is usually taken as the time of the central meridian that passes through it.
