why is vidhan parishad said to be permanent house

Vidhan Parishad is also known as a permanent house because unlike Vidhan Sabha it does not have a fixed tenure. Once the members are elected they remain in the house for 6 years period. Every two years one-third members retire and new members are elected in their place. Hence it never dissolves.
