Neutral oxides are oxides which are neitheracidic nor basic. In other words, oxides which neither react with acids or with bases are called neutral oxides.
Some of the examples of neutral oxides arenitrous oxide (N2O), nitric oxide (NO), carbon monoxide (CO).

Basically neutral oxide means which neither react with acids nor with alkalie since water remains in solution form that's why it is called as neutral oxide.
