Almost 80% of the atmosphere is Nitrogen N2 and another almost 20% of the atmosphere is Oxygen O2 This leaves water vapor to be a very small part of the atmosphere. Because water vapor is such a small part of the atmosphere it is considered to be the solute not the solvent.
