when water is added to a concentrated acid large amounts of heat is released which may result in severe accidents. so instead the acid is added slowly to water as in this case the reaction releases less amount of heat and is a little less exothermic. hence, water is never added to a concentrated acid to make it dilute instead of is done the other way around.
