Water is not suitable for extinguishing an Oil petrol fire because it contains oxygen in its molecule which is H2O and due to oxygen the fire increases that's why a woolen blanket or fire extinguishers are used to extinguish fire.

Since water is denser than petrol therefore it sinks down thereby allowing the petrol to rise up to the surface and continue to burn.
Moreover, the existing temperature is so high that the water poured on the fire evaporates even before it would extinguish the fire.
