why is water not suitable to extinguish fire caused by oil? Explain.

Because of less specific weight of oil compared to water, oil floats on water. And the supplied water (for fire control)goes below the burning oil and not covers the boiling fuel(here it's oil).

So water fails to extinguish the fire produced by oil and hence not used.
