Why is water not used to put off fire caused by petroleum products?

It decreases the water density so that it floats on the burning surface so that vapor release is reduced or stopped and keeps any fire from burning back. As pointed out elsewhere, directing a solid stream of water into an oil fire will usually worsen the fire
