Because it is formed of hydrogen and oxygen it is formed by liquid form of hydrogen

According to the concept of state of matter anything which consist of molecule which are loosely held together to form a liquid state will introduce a wet property to substance. As we know that state of matter for water is liquid, thus water will show the wet property.
