Well, the simplest reason for this is "in order to rise it's scope"
The weaving is decentralized in india so that the incorporation  of design and traditional skill would be possible as regard to silk,zari etc.This is because by doing the scope of waving can be increase and thus to produce the employment  in it. This way many variety of methods of waving created and also the many products along it.

Weaving is decentralized in India due to the following reasons:

1. In order to provide scope for the incorporation of traditional skills and designs of weaving in silk and cotton.

2. It has been localized due to factors like availability of raw cotton, labour, market and transport.

But spinning is centralized in Maharashtra, Gujarat and Tamil Nadu.
