this is because it has lungs and have memory glands to feed their young ones, it need oxygen for Respiring.

Whale is not classified as fish due to following reasons :-
1. Fishes are cold blooded where as whale is warm blooded.
2. Fishes respirates through gills where as whale through lungs.
3. Whales have four chambered heart while fishes have two chambered heart.
4. Fishes lay eggs where as whales give birth to young ones.
5. Whales have mammary glands which are absent in fishes.
