Every state or country has a government body, taking care of the rules regulations and all other aspects of society. But due to the huge geographical area, it becomes impossible for a single government body to take care of all the aspects of the society, simultaneously. Giving time to one aspect creates a deficit in other aspects.

In order to solve such problems, several disciplinary bodies are made, who take off their respective disciplines and give their work reports to the head, government body.
