reason behind it newton laws .bcz when bus moving then luggage which kept on the roof of bus started moving in back and froth position so,if luggage do so then we have to tie it anyways it will call down .

it is because of newton's law of motion when the bus will start to move an force will act on the luggage which will pull it backward. Hence if the luggage is not tied it might fall
