Why it is more likely that decisions are wrong in dictatorship than under a democracy?

In dictatorship, the chief doesn't listen to the community of the country or area because they are ruling by defeating a particular king in the war or any bet. In democracy the Prime Minister & other ministers under him is chosen by people because of which they listen to the people & act upon it.
