Steam has absorbed more heat in the form of latent heat of vaporisation so its temperature is higher and thus food is cooked ...

In a pressure cooker, the build up of steam in it causes pressure to increase by 15 psi, so because of this increased pressure, boiling point of water increases. When the boiling point of water increases, the heat also increases by a large extent, which causes food to cook faster.
