If a magnet attracts a substance, it can either be a magnet or a magnetic substance. However, if a magnet repels a substance, the substance is surely a magnet, because, according to the law of magnetism, like poles of TWO MAGNETS attract each other. A magnet will never repel a magnetic substance, but will compulsorily repel a magnet if the like poles meet. So, repulsion is the sure test for magnetism.
