Why it is said tht every cistron is a gene but every gene is not a cistron?

A cistron nothing but an alternative term to a gene. It is a selection of D. N. A or R. N. A which codes a specific polypeptide in a protien chain, cistron refew a test called cis_ trans test, which is similar to a complementation test.
