Because in our country India, states like J & K are special cases which are directly under Union Govt. it only has Governor and it also has a seperate constitution and before implementation of any rule, permission is required from the State Assembly there. And you can also add the fact in this that our india is a Holding Together federation.

Jammu and Kashmir had no chief minister because our country's federalism is of holding together type. When Jawaharlal Nehru asked chief minister of Jammu and Kashmir to add on with our country. He feared that if after joining with them they will not gain any independence. So, that they demanded from us to have them a special status. And it is one of the independent state of India.
