1). Money bills can only be introduced in the Lok Sabha.
2). Then the money bill is passed to the Rajya Sabha. Then Rajya Sabha should return the money bill with its recommendations within 14 days to the Lok Sabha.
3). Then the Lok Sabha can keep our not keep it's recommendations.
4). When the question comes that whether a bill is a money bill or not, the decision of the Speaker of the Lok Sabha therein should be final.

The Lok Sabha has certain powers that make it more powerful than the Rajya Sabha. Motions of no confidence against the government can be introduced and passed in the Lok Sabha.This is because the Constitution of India has only made the Union Council of ministers responsible to the Lok Sabha, not to the Rajya Sabha.
