I have mentioned a simple method I hope you will get your answer through this simple method!!!
Majority party can act according to their own way they like,they have no need to take the opinions from their companion party,they are enough strong to take their own decisions with out someone's assessment /involvement .
In case of collation the situation is quite different as the ideology differs from the person to person then why not from party to party !!!
