water is found in different states..all in solid liquid and gas...
liquid-water at room temperature
solid-state freezes water (ice)
gas-water vapour..

Matter is something which has mass and occupy space.
There are 5 known phases of matter they are- solid, liquid gaseous, plasma and finally bose Einstein concentrates.

Matter is found in different states due to arrangement of particles, kinetic energy, inter molecular bondings, supplying energy or taking energy.
