why maximum wavelength is measured in maximum absorbance ?

It's because it measured in absorbance....

The absorptivity, of course, reaches a maximum at the peak in an absorbance spectrum, so the wavelength at the peak maximum is the wavelength at which the error in concentration will be lowest.
