As metal are positively charged and they are electro positive in nature ... .( They can loss electron ) so, they have also have free electron is there outermost cell through which electricity can pass .so, they conduct both heat and electricity.
while the non metal do not have any free electron the electricity didn't pass through it ,so it is insulator . .....

The electrons in metals are free to move around with the structure of the metal making it's easy for a current to run through it while in rubber electrons are tightly pack so metals are good and rudder are insulator
