Vitreous silica (common glass) is a very poor conductor of electricity. The exact conductivity will depend on the ions present in the silica, but a typical value is 5×10−125×10−12 S/cm. By comparison, copper has a conductivity of 58.5×10658.5×106 S/cm, a difference of nineteen orders of magnitude. For virtually all intents and purposes, glass is nonconductive.

Metals have low resistivity as compared to that of the glass.
since the resistivity is low then the resistance offered will be less to the flow of charge that is current. Hence it's a good conductor of electricity.
However since the resistivity of the glass is high then a lot of resistance is provided to the flow of charge.
Hence it does not conduct electricity.

serdan2114: U ALSO NEED TO MENTION THE RESISTIVITY OF METALS AND INSULATORS
dhruvsh: no there's no need to mention that
jayakrishnan458: No problem thanks
